The daddy of developer resources. Note the special characters section is especially useful.

Neat source for sharing designs and templates.

Huge resource covering most stuff, plus good email lists.

Another big resource. I particularly find the Dreamweaver and CSS sections very useful.

Utility that suggests matching colours based on the colour you enter. You might prefer this similar Colour Matching utility.
Web Safe Non-Dithering Colours in Browsers
Back from the days when 256 colours were common, we had to worry about this stuff.
